Missing LIBEAY32.dll

Okay, whenever I try to start mumble, while using both 1.2.7 and 1.2.8, it pops up this message:


mumble.exe - System Error


The program can't start because LIBEAY32.dll is missing from your computer. Try reinstalling the program to fix this problem.


I have libeay32.dll in the mumble folder though. So I have to take 15 to 20 minutes every time my PC is either closes or turns off. It also sometimes takes a few tries to get it to work. I could really use some help.
