Having issues connecting to my own server

I set up a separate computer on my network. I am currently accessing it using remote desktop on windows.

I had my own server running at 174.55.133.31 fine on my main desktop and ports were forwarded correctly. Once i switched everything over to the other computer I am unable to connect from any other computer than the one the server is running on. I changed the forwarded port on my router to the static IP on the computer I am accessing through remote desktop. Its is saying "Connection: Failed to add flow to QOS."

Can anybody help me out?
