Priority speaker not working

I have installed 3 different versions 1.2.8 1.3.0 and x64 1.3.0 nothing changes.



Priority speaker used to work just fine. I upgraded my harddrive to an ssd and resintalled my server. now priority speaker just doesn't want to work.


I can't find a server setting or any reason it just wont work.
