Installing Mumble server on windows 10

I am trying to create a server, and have downloaded and installed mumble_server-1.4.287.x64.  Following through the instructions from the wiki https://wiki.mumble.info/wiki/Murmurguide

and I get as far as - Set Up Server - Configuring ini File.  I can't find any ini file at all.  I realize the instructions seem to be for an earlier version, but I don't know where to go from here. 

 

If I click on the application icon, it runs in the system tray, but I don't know how to get at any of the settings.

 

Can anyone help?
