Mumble 1.3.0 refuses to download

Whenever I try to download the 64-bit edition of Mumble 1.3.0, it installs to around 7%, then stops. When I tell it to resume the download, it gives me the Failed-Forbidden message on chrome. I've tried using chrome and internet explorer, neither worked. Any help is apprecieted!
