User doesn't appear in drop-downs

I have a registered user who was in several groups, they were unregistered and then applied a new cert. After re-registering and appearing in the 'Registered Users' listing, they do not appear in the drop-down for groups.


How can I resolve this issue?

Showing only online users is not quite right.

I see more. I presume it’s also users which are already in the ACL and the client thus knows them.


(I’m not that sure where it really comes from though / if that is all.)
