The next version of Mumble should include the setting suggestPushToTalk. When set to true, users connecting to the server who do not have push-to-talk enabled will be sent a message that it is recommended that they enable it.


I know that's not exactly what you're looking for, but I think that's as close as you're going to be able to get.
