There is no legal issue with running murmur. I guess it does not require a lot of ressources and since the murmur package seem to be available on the arm port of debian it should be ok. The main bottleneck could be your upload speed (which could lower the quality).

I would be interested in the image you used (Debian vs Arch) and any compile configurations you used other than what is posted on the Mumble web site. I tried their instructions and received a bunch of errors that it could not find file qt_*.qm files. All dependacy files were installed as per the instructions, and double checked but still get the same errors.
