Enabling download of plugins not working

If I enable download of plugins at startup, Mumble freezes at startup and
remains unresponsive for about a minute, then suddenly works as normal.
However, it does not check or download any new plugins, even if there are
new plugins to download. I have verified this with friends who does not
have this freeze at program start, as they can update plugins without any
problem.
When Mumble starts up and becomes unresponsive, the windows log for
applications are filled with lots and lots of lines about the automatic
update of a third-party root certificate from
http://www.download.windowsupdate.com/m ... 476A0F.crt
If I disable downloading of plugins, this event doesn't appear in the
eventlog when Mumble starts up.
I've included the event data from the Eventlog below (although it is from
the swedish version of Windows Vista 64-bit):
